HILLTOWN TOWNSHIP BOARD OF SUPERVISORS

REGULARY SCHEDULED MEETING

MONDAY, April 9, 2018

The regularly scheduled meeting of the Hilltown Township Board of Supervisors was called to order by Chairman John B. McIlhinney at 7:00 PM and opened with the Pledge of Allegiance. Also in attendance were Vice-Chairman Kenneth Bennington, Supervisor James Groff, Township Manager Lorraine Leslie, Township Solicitor Stephen Harris, and Chief of Police Christopher Engelhart.

1. ANNOUNCEMENTS: None.

2. PUBLIC COMMENT ON AGENDA ITEMS ONLY: None.

3. CONSENT AGENDA:

a) Minutes of the March 26, 2018 BOS Meeting

b) Bills List – April 10, 2018

c) Financial Report – March 31, 2018

Motion was made by Supervisor Bennington, seconded by Supervisor Groff and carried unanimously to accept and approve items a) through c) on the Consent Agenda. There was no public comment.

4. CONFIRMED APPOINTMENT: None.

5. LEGAL:

a) Results of the McCormick & Wawa ZHB Hearings: Solicitor Harris stated the Zoning Hearing Board denied the variance request by Raymond McCormick and granted the variance requests for the Wawa proposed at the corner of Route 113 and Route 313. Solicitor Harris continued to state the representatives of Wawa are aggressively following up on the concerns the Board of Supervisors raised.

9. NEW BUSINESS:

a) Scott Drumbore – H&K – Requesting for extension of hours for May of the Concrete and Asphalt Plant at the Skunkhollow Quarry – Chairman McIlhinney stated H&K has requested to operate the concrete batch plant, asphalt batch plant, and the crushing plant between the hours of 6:30 pm to 6:30 am, Monday through Saturday, between May 1, 2018 and May 31, 2018, excluding holidays, for the PennDOT projects per their letter dated April 2, 2018. Motion was made by Supervisor Groff, and seconded by Chairman McIlhinney, to grant the extension of hours for the month of May for the Concrete and Asphalt Plant at the Skunkhollow Quarry per their letter dated April 2, 2018 with the exception of striking the part in the letter in regards to "and/or private customers." The motion passed 2-1 with Supervisor Bennington having the opposing vote. There was no public comment.

b) Greater Philadelphia Tour de Cure – American Diabetes Association – Requesting permission to use certain Township roads for Saturday, June 16, 2018: Ms. Leslie stated a request has been made by the American Diabetes Association to use some of the Township roads for a one-day bicycling annual fundraising event. Chief of Police, Chris Engelhart, stated the ride consists of three different legs and all traffic laws will be obeyed. Motion was made by Supervisor Bennington, seconded by Supervisor Groff and carried unanimously to authorize the Greater Philadelphia Tour de Cure – American Diabetes Association permission to use certain Township roads on Saturday, June 16, 2018. There was no public comment.

c) Requested Staff Meeting for Wally Rosenthal: Ms. Leslie stated Wally Rosenthal requested a staff meeting. Motion was made by Supervisor Bennington, seconded by Supervisor Groff and carried unanimously to approve a staff meeting for Wally Rosenthal. There was no public comment.

10. SUPERVISOR’S COMMENTS: Chairman McIlhinney stated the primary Board of Supervisor’s meetings for May, June, and July will be held on the second Monday of the month and there most likely will not be a second meeting. The dates of the Board meetings are: May 14, 2018, June 11, 2018, and July 9, 2018. Supervisor Groff stated the representatives from Wawa have reached out to him to connect water and sewer to the site and also possibly CVS and the strip mall.

11. PUBLIC COMMENT: None.

12. PRESS CONFERENCE: None.

13. ADJOURNMENT: Upon motion by Supervisor Bennington, seconded by Supervisor Groff and carried unanimously, the April 9, 2018 Hilltown Township Board of Supervisors meeting was adjourned at 7:10 PM.
